Each department is continuously classified Stable / Watch / Critical from turnover risk, staffing levels, overtime pressure, open requisitions, coaching cadence, and unresolved work — not from gut feel.

How the classification works
A weighted distress score per department drives the band. Inputs & weights, roughly: high retention-risk employees (×14), open requisitions (×9) plus an aging penalty past 30d, critical-staffing days reported this week (×8), overdue action items (×4), employees outside the 30-day coaching cadence (×3), an active leadership-level escalation (+14), regrettable separations in 90d (×6), and a revenue-critical bump. Score ≥ 45 → Critical; ≥ 20 → Watch; otherwise Stable.
